Read previewThis as-told-to essay is based on an interview with the founder and chef of Chishuru, Joké Bakare, about pursuing her dream to open a restaurant. A year later, some friends spotted a competition run by Brixton Village in south London — they were offering the winner a three-month pop-up restaurant. In some ways, the Brixton restaurant was straightforward — it was a small site with just 18 covers inside and 14 outside. Harriet LangfordThe restaurant's success continued and in April 2022, Time Out named Chishuru as London's best restaurant. It's the food that my grandmother might have cooked, but with a London restaurant spin.

CNN —Senegalese President Macky Sall has scheduled the country’s presidential election for March 24, the government said in a statement on Wednesday. “The President of the Republic informed the Council of Ministers that the date of the presidential election has been set for Sunday, March 24, 2024,” the statement read. However, Senegal’s Constitutional Council barred his attempts to delay the election, ruling that it must be held before April 2, when Sall’s second and final term expires. In a communique from the council of ministers, Ba “reaffirmed his support” for Sall’s decisions and “reiterated his thanks and gratitude” for the president. Nineteen candidates are registered to run in the election, according to the Constitutional Council.

President Macky Sall of Senegal on Wednesday dissolved his cabinet, replaced the prime minister and rescheduled the country’s presidential election to March 24, according to a government statement. He cited an inquiry into allegations of corruption at the Constitutional Court, but political opponents and some analysts called the maneuver a constitutional coup. His decision Wednesday to set a date may allay some of the fears that he was trying to remain in office. The Constitutional Court, Senegal’s highest tribunal, promptly overturned Mr. Sall’s attempt to delay the election last month. Shortly after the court’s decision, the president said he would leave power on April 2, when his term will expire.

Upon first glance, you might not think Kahil El’Zabar, 70, is a spiritual jazz musician. That’s not to say avant-jazz guys can’t be chic, but rarely do they look this dapper. In 1974, he founded the Ethnic Heritage Ensemble as a quartet blurring the edges of traditional jazz, Afrocentric rhythms and cosmic expanse. Much like the Pyramids, the Ohio-based band that wore African finery and played polyrhythmic arrangements lifted from the continent, El’Zabar’s group wasn’t fully appreciated by American listeners. The quartet came at a time when jazz musicians started blending their sounds with stadium-sized funk and rock, and psychedelic African jazz was considered a bridge too far.

CNN —Around 170 people have been “executed” in attacks on three villages in Burkina Faso’s northern Yatenga province, the regional public prosecutor has said. Aly Benjamin Coulibaly said in a statement on Friday that his office was initially informed of the “massive murderous attacks” in the villages of Komsilga, Nodin and Soroe on February 25. At least 15 Muslims and 15 Catholics were killed when “hordes of terrorists launched simultaneous attacks” on Tankoualou and Essakane villages, the government press agency Agence d’Information du Burkina (AIB) reported last week. Large areas of the north and east of Burkina Faso have become ungovernable since 2018. Millions have fled their homes, fearing further raids by gunmen who frequently descend on rural communities on motorbikes.

CNN —The dominant perception of early photography from West Africa is that it was taken through a colonizing lens. These are questions asked by a new book that seeks to re-examine the history of photography in the region. Her book demonstrates that gap was short, and history has been obscured in a way that has disenfranchised many Africans. Unlike some other West African nations, Senegal has no recorded history of portraiture before photography, Paoletti said. CNN —The Nigeria Customs Service says it is investigating reports people were trampled to death during a sale of bags of confiscated rice amid growing anger over skyrocketing prices of food in Africa’s most populous country. Long queues have formed outside the Lagos customs office since the commencement of the sale as thousands of locals struggle to grab a bag of the 25-kilogram rice selling at a discounted price of 10,000 naira ($6.80). The customs service said the distribution of the seized bags of rice was part of the government’s plan “to tackle the pressing issue of food insecurity.”The cost of rice, a staple food in Nigeria, has surged in recent months. The customs service says it has been confiscating contraband rice from smugglers following restrictions on foreign rice imports by the Nigerian government. Analysts welcomed the rice distribution initiative but questioned its viability in tackling Nigeria’s worsening food insecurity.

Reuters —Senegal President Macky Sall said on Thursday that April 2 will be the end of his mandate as president of the West African nation. His announcement came after the country’s Constitutional Council, the highest election authority, ruled last week that a 10-month postponement of the vote was unlawful. Sall said however that he cannot issue a decree to hold the election before a national dialogue takes place. He said that candidates who had not been approved by the Constitutional Council would also be invited to the dialogue. “If we find consensus, I will issue the decree immediately to set the date; if consensus is not found, I will refer the matter to the Constitutional Council,” Sall said.

The Endangered Languages of New York

Most people think of endangered languages as far-flung or exotic, the opposite of cosmopolitan. All told, there are more endangered languages in and around New York City than have ever existed anywhere else, says Perlin, who has spent 11 years trying to document them. She has published children’s books in Wakhi and other endangered languages of the Pamir mountains in Central Asia. By the start of the pandemic, the city had begun official outreach in nine Indigenous languages and recorded videos in several other endangered languages. We cross-referenced E.L.A.’s New York City language list with three independent databases that track the threat level of languages around the world: Ethnologue, which catalogs all known living languages in the world; UNESCO’s World Atlas of Languages, a survey of all the languages spoken in UNESCO member states; and the Endangered Languages Project, a site to which the public can contribute content, managed by the First Peoples’ Cultural Council and the Endangered Languages Catalogue (ELCat) project at the University of Hawaii at Manoa.

That compares with 1,000 CFA francs a kilogram in Ivory Coast, where the price is fixed and guaranteed throughout the year. Global cocoa prices have hit record highs in recent months amid worries about a bean deficit this season and with concerns growing for the next. Ivory Coast and neighbouring Ghana, the world's second biggest producer, have said smuggling hampers their effort to meet their yearly production target. "This year, despite the high price in both countries compared to Ivory Coast, there is less leakage... People are really finding it hard to get cocoa out of Ivory Coast," said Abel Gbale, a cocoa buyer in Danane, the country's last major town before the borders with Liberia and Guinea. Amadou Konate, a cocoa buyer based in Man, the main city in western Ivory Coast, said cocoa producers earn nothing from smuggling and the middlemen pocket all the money.

CNN —Senegal’s outgoing president Macky Sall Friday said he would hold presidential elections “as soon as possible” one day after the West African country’s constitutional council ruled against his decision to postpone elections. “The head of state will conduct necessary consultations to hold the presidential election as soon as possible,” the statement added. Sall was under pressure to react once the top court Thursday rejected his bid to delay elections until the end of the year. The Economic Community of West African States (ECOWAS) urged all parties in Senegal to comply with the constitutional council’s decision. “No to presidential election postponement”, said another released opposition leader Aboubacar Djamil Sané of the PASTEF Party, who had been imprisoned for seven months.

Senegal Must Hold Election After All, Top Court Rules
  + stars: | 2024-02-15 | by ( Ruth Maclean | ) www.nytimes.com   time to read: +1 min
Senegal’s constitutional court ruled on Thursday that a national election that had been postponed by the president must take place as soon as possible, throwing the West African country’s political future into fresh doubt. The court, the country’s highest, said that while it is now impossible to hold an election in 10 days’ time — the vote had initially been planned for Feb. 25 — the balloting should be held by the earliest feasible date. Less than two weeks ago, President Macky Sall issued a decree indefinitely postponing the balloting, pending an investigation into corruption allegations in the constitutional court. Just a couple days later, the country’s Parliament decided to delay the vote by nearly 10 months, setting Dec. 15 as the date. But the court’s ruling on Thursday declared the law passed by Parliament to be against the Constitution and ordered that Mr. Sall’s decree delaying the election be canceled.

CNN —The United Nations is “deeply concerned” about the tense situation in Senegal, following the suspension of the country’s presidential election that was slated for February 25, Spokesperson for the UN High Commissioner for Human Rights Liz Throssell said Tuesday. On Tuesday, the French Foreign Ministry said that Senegal must hold a new presidential election “as soon as possible” and refrain from disproportionate force when dealing with protests. “France offers its condolences to the relatives of those who died during the demonstrations in Senegal in recent days. The US also previously said it was “deeply concerned” by the moves to delay the election and urged the government to move forward with the ballot. A West African delegation from regional bloc ECOWAS arrived in Senegal on Monday to mediate on the escalating political crisis, ahead of fresh protests planned for this week, Senegalese state media RTS reported.

By Diadie Ba and Ngouda DioneDAKAR (Reuters) - The death toll amid protests in Senegal over the postponement of the presidential election until December has climbed to three, as concerns grow that one of the remaining democracies in coup-hit West Africa is under threat. The ministry has so far confirmed only one death, a student in the northern city of Saint-Louis on Friday. Reuters has not been able to independently confirm a reported second death: a 23-year-old merchant on the outskirts of Dakar, according to CFS. "We urge all parties to act in a peaceful and measured manner, and we continue to call on President Sall to restore the electoral calendar, restore confidence, and bring calm to the situation," it said. The postponement bill backed by parliament included the extension of his tenure until his successor is installed after the election now reset for Dec. 15.

One of the most successful African comics has no super heroes, and certainly no supernatural powers. Instead, “Aya,” a graphic novel series, is full of everyday heroes, and topping the list is Aya herself, a young woman navigating the delights and obstacles of early adulthood in the West African nation of Ivory Coast. Inspired by the childhood years that its author, Marguerite Abouet, spent in Ivory Coast and focused on daily life in a working-class suburb of Abidjan, the country’s largest city, the series mixes humor and biting takes on society, with a feminist twist — all vividly captured by Clément Oubrerie, the illustrator. In the books, Aya and her friends go on awkward first dates, hook up and share countless shenanigans that celebrate Ivory Coast’s favorite sport after soccer — “palabrer,” or talking endlessly.

Reuters —Senegalese police on Sunday cracked down on protests against the postponement of the presidential election, as parliament prepared to debate a bill that would reschedule the vote for August and extend President Macky Sall’s mandate. “It (AU) strongly encourages all political and social forces to resolve any political dispute through civilized consultation, understanding and dialogue..,” the statement added. Senegal has never delayed a presidential vote and uncertainty about what happens next threatens to fuel further unrest like the deadly protests of recent years that have tarnished its reputation as one of West Africa’s most stable democracies. Senegal’s president has canceled the election for his replacement three weeks before voting was set to take place, saying that a dispute between the legislative and judicial arms of government over accusations of corruption needed to be resolved first. Speaking on Saturday afternoon from the presidential palace in Dakar, Senegal’s capital, his words live-streamed on his social media platforms, President Macky Sall said that the dispute between the West African country’s national assembly and its constitutional court had reached a crisis point, and that he was repealing the decree convening the electoral body, effectively postponing elections. But his opponents said he was essentially carrying out a coup d’état, and accused him of treason. “For the first time in its history, Senegal has just suffered a coup d’état,” Ousmane Diallo, a researcher with Amnesty International, posted on X. After the country’s constitutional council published lists of approved candidates for the election, some of them were found to have been approved despite holding dual nationality, something presidential candidates are not allowed in Senegal.
